India’s labour law landscape is undergoing a once-in-a-generation transformation with the introduction of the four Labour Codes on Wages, Social Security, Industrial Relations, and Occupational Safety, Health & Working Conditions. These Codes aim to consolidate and simplify 29 central labour laws, bringing greater clarity, uniformity, and ease of compliance for employers, while strengthening protections for workers. However, while the Codes have been enacted at the central level, their actual implementation hinges on the notification of rules by individual States and Union Territories.
As of today, the rollout of Labour Code rules remains uneven across the country, creating uncertainty for businesses operating in multiple jurisdictions. Some States have published draft rules, others have finalized and notified them, while a few are still in progress. For employers, compliance teams, and HR leaders, tracking this evolving status is critical to stay prepared and avoid last-minute compliance gaps. The table below provides a consolidated snapshot of the current publication status of Labour Code rules across States and UTs, helping organizations assess readiness and plan their compliance roadmap effectively.
